摘要我国在改革发展过程中，社会结构发生变化，许多的矛盾逐渐突显。在公民的权力与利益得不到正常表达，而救济的管道又严重堵塞的情况下，一些民众通过上访申诉的方式来维护自己的利益。所以，各地方政府信访部门的信访工作日益繁重，再加上群众的非正常上访，信访工作效率的提高也受到阻碍。本文立足于当前的信访工作现状，对地方政府信访工作在机构设立、信访投诉行为、信访信息公开、信访治理方式等方面存在问题进行阐述，分析其产生的原因，归纳起来主要有以下几点：信访体制的不完善，政府官员的行政不作为，政府实行压力型维稳机制，缺乏有效的监督机制。并提出了三层次的工作开展对策，一是加强信访基础工作的治理，二是完善信访工作的方式，三是在制度上保障信访工作的开展。信访的治理需要信访工作的不断开展，不断创新，需要充分发挥各方面的力量。以此解决好民众的疑问，提高信访工作水平，推进信访制度建设，维护好人民的利益，实现社会的稳定与和谐。关键词：地方政府；信访工作；治理AbstractIntheprocessofreformanddevelopmentinourcountry,thesocialstructurehaschangedandmanycontradictionshavebecomeincreasinglyprominent.Wheretherightsandinterestsofcitizensarenotproperlyexpressedandthereliefchannelsareseverelyblocked,somepeoplesafeguardtheirownintereststhroughpetitionappeals.Therefore,thepetitionworkofthelocalgovernmentlettersandvisitsdepartmentshasbecomeincreasinglyarduous.Coupledwiththemasses’unusualpetitions,theefficiencyofthepetitionworkhasalsobeenhampered.Basedonthecurrentstatusoftheworkoflettersandvisits,thisarticleelaboratesontheproblemsexistingintheestablishmentofpetitionsandvisitsbylocalgovernments,theconductofpetitionsandcomplaints,thedisclosureoflettersandvisits,andthewaysinwhichcomplaintsandvisitsarehandled,andanalyzesthereasonsfortheiroccurrence.Thefollowingaresummarized:Thesystemoflettersandvisitsisnotperfect,theadministrativeofficialsofthegovernmentfailtoperformtheirduties,thegovernmentimplementsapressure-typestabilizationmechanism,andlacksaneffectivesupervisionmechanism.Italsoputforwardthreelevelsofworktoimplementcountermeasures.First,strengthenthegovernanceofthebasicworkoflettersandvisits;second,improvethemet...
