摘要我国越来越重视生态环境问题，城镇环境不断改善的同时，我们必须注意到农村生态环境这一短板。唐山市丰南区作为唐山工业发展的重要区域，农村长期存在着由生活垃圾处理、农畜业生产和工业生产等造成的环境破环问题，影响村民健康、破坏村容村貌、制约农村的发展，农村生态环境亟需改善。丰南区政府自2009年以来不断加大农村生态环境治理力度，探索出了环卫市场化治理模式，取得了一定的成果，但是仍需要进一步。本文在社区治理和多中心治理理论基础下，通过协商合作、协同互动、协作共建等来建立对农村生态环境治理的认同，形成政府、企业和村民多方治理的模式。关键词：农村环境污染；环境治理；环卫市场化运作AbstractOurcountryispayingmoreandmoreattentiontotheproblemofecologicalenvironment.Whiletheurbanenvironmentisimprovingcontinuously,wemustpayattentiontotheshortboardofruralecologicalenvironment.AsanimportantareaofindustrialdevelopmentinTangshan,FengnanDistrict,TangshanCity,hasalongperiodofenvironmentaldisruptioncausedbythetreatmentofdomesticwaste,agriculturalandlivestockproductionandindustrialproduction.Itaffectsvillagers'health,destroysvillageappearance,restrictsthedevelopmentofruralareas,andtheruralecologicalenvironmentneedstobeimproved.Since2009,thegovernmentofFengnanDistricthascontinuouslystrengthenedthemanagementofruralecologicalenvironment,andhasexploredthemanagementmodelofthesanitationmarket,andhasmadesomeachievements,butitstillneedstobefurtherdeveloped.Basedonthetheoryofcommunitygovernanceandmulticentergovernance,thispaperestablishestheidentificationofruralecologicalenvironmentgovernancethroughconsultationandcooperation,cooperativeinteractionandcooperationandcoconstruction,andformsthemultigovernancemodelofgovernment,enterprisesandvillagers.Keywords:Ruralenvironmentalpollution;environmentalgovernance;sanitationmarketoperation第1章绪论研究该课题的依据在于根据国家印发《农村人居环境整治三年行动实施方案》，要以建设美丽宜居村庄为目标，以农村垃圾厕所粪污生活污水治理和村容村貌提升为主攻方向。深入推进农村人居环境整治，改善农村生产生活条件和生态质量，建设生态宜居的美丽乡村，是促进农村经济协调发展和全面建成...
