摘要党的十八大以来，我国在生态文明建设方面取得了积极的进展。但在2023年1月16日，秦皇岛市的金梦海湾由于生态环境逐渐恶化被焦点访谈曝光。金梦海湾绿潮、赤潮频发，生态环境逐渐变差，秦皇岛市政府本身作为公共权力的拥有者、公共利益的代表者和公共责任的承当者，这从客观上要求它在生态环境保护中的责任不可推卸，但显然秦皇岛市政府在生态环境保护中的责任并没有如愿履行，存在生态责任承当主体地位缺失、生态效劳及产品供应缺乏、决策和执法不当、生态环境监管不到位等问题，本文将从培养地方政府生态责任理念、完善地方政府生态制度供应、强化决策与外部监督机制这几方面来健全秦皇岛市政府生态责任的承当。关键词：生态文明建设；生态环境；生态责任；AbstractSincethe18thCPCnationalcongress,Chinahasmadepositiveprogressintheconstructionofecologicalcivilization.ButonJanuary16ththenationaloceanicinspectionteamrespondedtoHebei'sreportbynamingandcriticizingjinmengbayinQinhuangdao,Hebeiprovince.GoldendreamgulfasatravelcardofQinhuangdaocity,Hebeiprovince,becauseoncetheclearseawater,thesoftsandbeacheveryyearattractstouriststovisithere,butinrecentyears,thegulfenvironmentgraduallybecomespoor.Qinhuangdaogovernmentitselfasrepresentativesoftheownerofpublicpower,publicinterests,publicresponsibility,consideringitfromobjectivelyrequiresit'sunavoidableresponsibilityinecologicalenvironmentprotection,butapparentlyQinhuangdaocitygovernmentintheecologicalenvironmentprotectionresponsibilitydoesnotwishtoperform,thereislackofecologicalresponsibilitymainbodystatus,ecosystemservices,andproductssupply,improperdecision-makingandenforcement,suchproblemsasecologicalenvironmentalregulationdoesnotreachthedesignatedposition,thispaperwilldeveloptheconceptofecologicalresponsibilityoflocalgovernment,andimprovethesystemoflocalgovernmentecologicalsupply,strengtheningthedecisionandexternalsupervisionmechanismofthisafewaspectstoimproveecologicalresponsibilitybythegovernmentofQinhuangdao.Keywords:Constructionofecologicalcivilization;Ecologicalenvironment;Ecologicalresponsibility;目录摘要IAbstractIII目录V第1章绪论1第2章地方政府生态责任内涵及相关理...
