本科毕业论文〔设计〕政府与非政府组织在突发事件中的地位与作用——以自然灾害为例——政府与非政府组织在突发事件中的地位与作用以自然灾害为例：在人类社会开展的过程中，总是会面临一系列突发事件的侵袭。每一次突发事件的爆发，都会对人民的生命财产平安和社会稳定开展构成严重威胁。尤其是近几年来，自然灾害的频发使我们意识到，单纯依靠政府的力量已不能满足突发事件管理的需要，迫切需要非政府组织等社会力量的参加。而非政府组织的开展，正弥补了政府的缺乏。要建立一个完善的、全面整合的突发事件管理系统，充分发挥政府与非政府组织在突发事件管理中的作用，首先要明确政府在管理中的主导作用和非政“府组织拾遗补缺〞的作用。明确这一点后，才能有效整合政府和非政府组织的资源和力量，共同应对突发事件，营造和谐的社会气氛，从而最大限度地实现社会公共利益。本文以自然灾害中政府与非政府组织的行为为例并结合贵州省近年自然灾害情况，分别分析了政府和非政府组织在自然灾害中的地位与作用，且进一步通过对政府在应对突发事件中的存在的问题及非政府组织应对突发事件的有效性上出发，进而指出只有两者进行合作才能防止各自的失灵现象，到达优势互补。通过理论与实例的分析，总结出建立我国政府与非政府组织在处理突发事件中的协作机制的初步探讨。关键字：政府；非政府组织；突发事件；自然灾害。Abstract:Wearefacedwiththeinvasionofaseriesofunexpectedeventsintheprocessofhumansocietydevelopment.Everytimetheoutbreakoftheincidentaseriousthreatwillbeposedtopeople'slivesandpropertysecurityandsocialstability.Especiallyinrecentyears,frequentnaturaldisastersmakeusawarethatrelyingsolelyonthepowerofthegovernmentwecannotmeettheneedsoftheincidentmanagement.Thejoiningofnon-governmentalorganizationsandothersocialforcesareneeded.Thedevelopmentofnon-governmentalorganizationsistomakeupforthedeficienciesofthegovernment.Inordertoestablishacomprehensive,fullyintegratedincidentmanagementsystem,wemustfirstclearthegovernmentasaleadingroleandNGOastheroleoftrapping.AfterknowingthatwecanusetheresourcesandstrengthsofthegovernmentandNGOtorespondtoemergenciesandcreateaharmonioussocialatmosphere.Asaresult,wecanmaximizethesocialandpublicinterests.Inthispaper,takingthebehaviorofna...
