我国养老效劳中的政府责任定位研究【】在全球人口快速老龄化的过程中，我国的形势也不容乐观。自1999年我国跨入老龄化的社会门槛后，人口老龄化加速开展，老龄人口基数大，增长快。大力开展老龄事业，加快适度的普惠的社会养老效劳体系，成为摆在我们面前的重要而迫切的任务。而政府在养老效劳制度设计、执行、控制等方面起着至关重要的作用。本文通过联系当前我国养老效劳中的政府责任现状，以及借鉴美国、新家坡、日本等兴旺国家在养老工作中的成功经验，从而正确认识到政府在应对老龄化问题中应扮演主导、补位和构建者的角色，进而明确政府责任应定位在宣传理念、构建平台、标准机制和加强监督四个方面，从实施全面管理的全能政府转变为实施公共管理的有限政府，促使政府、企业和第三部门养老效劳资源的合理配置，最终实现养老效劳保障体系全面协调可持续开展。【关键词】养老效劳；角色定位；政府责任【Abstract】IntheprocessofglobalpopulationaginginChina，thesituationisnotoptimistic.Since1999，Chinaenteredtheagingsocietythreshold，acceleratethedevelopmentofpopulationaging，theagingpopulationbase，fastgrowth.Developingthecauseofaging，tospeedupthesocialold-ageservicesystemmoderatePratt&Whitney，becomeurgenttaskinfrontofustheimportant.Whilethegovernmentplaysacrucialroleinold-ageservicesystemdesign，execution，control.Inthispaper，byChina'scurrentpensionserviceinthecurrentsituationoftheresponsibilityofthegovernment，andlearnfromthesuccessfulexperienceinnursingworkindevelopedcountries，theUnitedStates，Japan，Singapore，soacorrectunderstandingoftheroleofleading，repairandconstructionofthegovernmentindealingwiththeagingproblem，andfurtherclarifytheresponsibilityofthegovernmentshouldbepositionedinthepublicityideas，buildaplatform，regulatingmechanismandstrengthensupervisionofthefouraspects，fromthetransformationoftheimplementationofcomprehensivemanagementoftheAlmightygovernmentfortheimplementationoflimitedgovernmentpublicmanagement，government，enterprisesandthethirdsectorpensionservicestotherationalallocationofresources，andultimatelyrealizeold-ageservicesystemiscomprehensivelycoordinatedthesustainabledevelopment.【KeyWords】Pensi...
