建设工程招投标管理研究摘要招标投标是参与国际竞争的最直接手段，很多的国际竞争通过招投标完成。因此招投标在国际竞争中扮演重要的角色。为提高经济效益，保护国家与社会公共利益以及招投标人的合法权益，招投标活动在各领域被广泛应用。各国以立法的形式确认招投标行为，并加以规范。尤其在利用国家融资、国际组织和外国政府贷款及援助，以及大型基础设施、公共事业等关系社会公共利益、公众安全等项目的建设中，各国以强制招标的方式对采购方式加以限制，充分保护公共利益和资源配置的效率。如何规范建设工程招投标市场，针对我国实际情况，我认为主要应从以下几个方面着手：招投标程序、评标方法、招投标管理体制等等。通过建立科学、规范、完整的招投标制度，从资格预审、评标定标、第三方监督、行政管理等各个方面来减少寻租现象，真正做到招投标的公平、公开、公正。关键词：招投标；工程项目；规范化AbstractBiddingisthemostdirectmeanstoparticipateininternationalcompetition,manyinternationalcompetitionthroughbidding.Sothebiddingplaysanimportantroleintheinternationalcompetition.Inordertoimproveeconomicefficiency,protectnationalandsocialpublicinterestsandthelegitimaterightsandinterestsofbidders,biddinghasbeenwidelyappliedinvariousfields.Countrieswithlegislationtheconfirmationofthebiddingbehavior,andregulate.Especiallyintheuseofnationalfinance,internationalorganizationsandforeigngovernmentloansandassistance,aswellaslargeinfrastructure,publicutilitiesandothersocialpublicinterests,theconstructionofpublicsecurityandotherprojectsincountrieswithmandatorytenderofpurchaserestrictions,Fullyprotectthepublicinterestandtheefficiencyofresourceallocation.Howtoregulatetheconstructionprojectbiddingmarket,inviewoftheactualsituation,Ithinkmainlyfromthefollowingaspects:biddingprocedures,evaluationmethods,biddingmanagementsystemandsoon.Throughtheestablishmentofscientific,standardizedandcompletebiddingsystem,frompre-qualification,variousaspectsofEvaluationandDetermination,third-partysupervision,administrationandmanagementtoreducerent-seekingbehavior,biddingtrulyfair,openandfair.Keywords:bidding;projects;standardization目录摘要.....................
