Designation:F2684/F2684M07(Reapproved 2012)1Standard Test Method forPortable High Anchor Devices1This standard is issued under the fixed designation F2684/F2684M;the number immediately following the designation indicates the yearof original adoption or,in the case of revision, the year of last revision.A number in parentheses indicates the year of last reapproval.A superscript epsilon()indicates an editorial change since the last revision or reapproval.1NOTEUnits information was editorially corrected in August 2012.1.Scope1.1 This test method applies to portable high anchor devicesthat may be used by rescue personnel during both trainingexercises and actual rescue operations.1.2 This test method covers two mechanical tests, the StaticLoad Test and the Load Test for Failure.1.3 Tests contained herein are destructive in nature.Portablehigh anchor devices subjected to any of these tests shall not beused in any way after testing except in evaluating the results ofsuch testing.1.4 The values stated in either SI units or inch-pound unitsare to be regarded separately as standard. The values stated ineach system may not be exact equivalents;therefore, eachsystem shall be used independently of the other.Combiningvalues from the two systems may result in non-conformancewith the standard.1.5 This specification does not imply approval of anymethod of use of portable high anchor devices. In addition, thetests described are laboratory tests and do not duplicate fieldconditions.Furthermore, the test load values contained hereinare not to be interpreted as the forces which a portable highanchor device may be subjected to,or may be expected tosustain,in actual field use.1.6 See Section 6 on Hazards for safety warning.2.Referenced Documents2.1 ANSI Standard:2Z359.1-2007 American National Standard Safety Require-ments for Personal Fall Arrest Systems,Subsystems andComponents3.Terminology3.1 Definitions:3.1.1 portable high anchor,na manufactured device de-signed to support human loads.Examples include, but are notlimited to;davits,A-frames,tripods,quadpods and cantile-vered devices.4.Significance and Use4.1 Static Load TestThis test verifies that the portable highanchor device can support the design load without permanentdeformation and continue to function in a safe manner.4.2 Load Test for FailureThis test determines the force atwhich the portable high anchor device fails.5.Apparatus5.1 For both tests, the portable high anchor device shall bepositioned on a flat concrete surface in the manner described bythe manufacturers instructions for use.5.1.1 Where portable high anchor devices are designed to beaffixed to a base or structural member that is not part of thedevice, the manufacturer shall provide a test base that mostclosely resembles the structural element to which the device isdesigned to be affixed. This test base shall be completely stableand shall be permitted to be bolted down to prevent movementduring the test.5.1.2 Portable high anchors designed to be attached toflanged rims of vessel openings would require a test base tosimulate the flanged portal to which the device is designed tobe affixed.5.1.3 Portable high anchors such as beam clamps that aredesigned to be attached to a structural element would require acompatible section of the beam to which the device is designedto be affixed.6.Hazards6.1 This standard does not purport to address all of thesafety concerns,if any, associated with its use.It is theresponsibility of the user of this standard to establish appro-priate safety and health practices and determine the applicabil-ity of regulatory limitations prior to use.7.Sampling,Test Specimens, and Test Units7.1 Two samples of each model of portable high anchordevice shall be required.1This test method is under the jurisdiction of ASTM Committee F32 on Searchand Rescue and is the direct responsibility of Subcommittee F32.01 on Equipment,Testing, and Maintenance.Current edition approved June 15,2012.Published August 2012.Originallyapproved in 2007.Last previous edition approved in 2007 as F2824 07.DOI:10.1520/F2684_F2684M-07R12E01.2Available from American National Standards Institute(ANSI),25 W.43rd portable high anchordevice shall be selected randomly for testing.7.1.2 Test samples shall be new and in an unused conditionand shall conform in all respects to the manufacturers speci-fications for the model to be tested.8.Procedure8.1 Testing Set-Up8.1.1 The device shall be positioned according to manufac-turers instructions with all surface contact points securelyseated before testing.8.1.2 The device shall not be bolted, tied off,or affixed tothe test base in any way unless required by the manufacturerfor normal use.8.1.3 The device shall be positioned as required in thelowest strength configuration of the device as specified by theman
