某三甲公立医院科室目标管理科研绩效考核实证研究邹小琴谢玉波(广西医科大学第一附属医院,广西南宁530021)【摘要】目的:进一步提升医院科研绩效管理水平,和调动医院科技人员从事科学研究的积极性,提高医院整体科研水平和创新能力。方法:广西某三级甲等公立医院在该院原有科研管理措施的基础上,制定了一套符合该院实际的科研绩效考核方案,从科技成果、专著、指南和共识、制订标准、专利和著作权、中文论文、外文论文、科研项目申报、新立项科研项目、科研项目结题、科研失信行为11项指标对科室及个人进行分类分层绩效考评。结果:根据科室年度目标考核结果对各学科进行年终科研绩效评比,通过实践证明了该科研绩效考核方案是可行的。该科研绩效考核方案已试行2年,效果显著,说明该绩效考核方案设计科学合理,能客观地反映科研现状,值得推广应用。结论:科室目标管理科研绩效评价工作应与时俱进,定期对科研绩效考核方案的指标及其分值进行调整,加强科研绩效管理的导向作用,从而使医院科研绩效评价更科学、规范、合理。【关键词】科研绩效考核;分类分层评价;科室目标管理;实证研究【中图分类号】R197AnEmpiricalStudyontheEvaluationofScientificResearchPerformanceofDepartmentObjectivesManagementinaClassATertiaryPublicHospitalAbstract:Objective:Tofurtherimprovethemanagementlevelofhospitalscientificresearchperformance,mobilizetheenthusiasmofhospitalscientificandtechnologicalpersonneltoengageinscientificresearch,andimprovetheoverallscientificresearchlevelandinnovationabilityofthehospital.Methods:BasedontheoriginalscientificresearchmanagementmeasuresofaclassAtertiarypublichospitalinGuangxi,asetofscientificresearchperformanceevaluationplanswasdevelopedthatwereinlinewiththeactualsituationofthehospital.Thedepartmentsandindividualswereclassifiedandstratifiedintermsof11indicators,includingscientificandtechnologicalachievements,publishedmonographs,guidelines,consensus,standardformulation,patents,copyrights,papers,implementationofscientificresearchprojects,andresearchdishonesty.Results:Theyear-endscientificresearchperformanceevaluationofeachdisciplinewasconductedbasedontheannualgoalevaluationresultsofthedepartment,andthepracticeprovedthatthescient...
