第51卷第1期2023年3月贵州林业科技GuizhouForestryScienceandTechnologyVol.51,No.1Mar.,2023梵净山世界遗产分区管控规划研究王旖静,姜哲,张邈(国家林业和草原局产业发展规划院,北京100010)摘要:分区管控是自然保护地常用的规划与管理方法,本文通过了解国内外自然保护地分区管控情况,研究梵净山分区管控现状与存在的问题,开展合理分区,规划管控措施。在分区管控规划中,采用“管控分区—功能分区”的二阶结构规划思路,将梵净山划分为“两区域六分区”,即保护区域的遗产保护区、遗产展示区、社区保护区和控制区域的协同保护区、生态体验区、协调发展区。在此基础上,制定“两区域”的人类行为控制准则和“六分区”的人类允许活动方式,将梵净山保护与区域居民的生活改善、经济发展、社会进步结合起来,实现梵净山世界自然遗产的原真性保护和依法有序管控,以及区域的可持续发展目标。关键词:世界遗产;分区管控;管控要求中图分类号:S759.9文献标识码:AZoningandLandUsePlanningofFanjingshanWorldHeritageWANGYi-jing,JIANGZhe,ZHANGMiao(IndustrialDevelopmentPlanningInstituteofNationalforestryandgrasslandadministration,Beijing100010)Abstract:Zoningmanagementandcontrolcanbecommonlyusedforthedecision-makingontheNationalNatureReserves.TakingtheFanjingshanWorldHeritageasthestudyarea,thecurrentsituationandexist-ingproblemswereanalyzedtoestablishtheland-useplanningsystemsuitableforthezoningmanagementandcontrolatthisstage.Acriticalreviewwasalsomadeonthebasicsituationofthezoningmanagementandcontrolinthenatureprotectedareasintheworld.Partitioncontrolplanningwasproposedasthe"con-trolpartition-functionaldivision",whichwasthesecond-orderstructurezoningmanagementandcontrolplanningmethod."Twodistrictsandsixzones"weredividedforthemanagementandcontrol,referringtotheheritageprotectionzone,heritagedisplayzone,communityprotectionzoneofthecoreprotectionarea,aswellasexpansionofprotectionzone,ecologicalexperiencezone,andcoordinateddevelopmentzoneingeneralcontrolareas.Afterthat,theguidelinesof"twodistricts"humanbehaviorcontrolwereformulatedtopermitthe"sixzones"humanactivities.Therefore,theprotectionofFanjingshanwasinte-gratedwiththelivingimprovementoflocalresidents,econo...
