DOI：10.13766/j.bhsk.1008−2204.2021.0298国际空间交通管理的困境与中国的应有政策段欣（武汉大学国际法研究所，湖北武汉430072）摘要：人类航天事业发展到现阶段产生了国际空间交通管理的现实需要，美国、欧洲、俄罗斯等主要航天国家或国家集团均看到了这一现实需要并提出了各自的政策主张。但是，国际社会对空间交通管理的实质内容仍存有较大分歧，主要包括空间交通管理机制构建的主导权之争、实施方式之争和军事安全之虞等。这些困境背后有着深刻的政治、经济和军事原因。中国作为新兴航天大国，致力于为人类航天事业的和平发展作出贡献。为进一步实现人类航天事业的发展，中国应秉持人类命运共同体理念，坚持共商共建共享的全球治理观，引领国际社会逐步形成安全、有序和可持续的国际空间交通管理秩序。关键词：空间交通管理机制；空间态势感知；空间碎片；多边主义；人类航天事业中图分类号：D999.1;V52文献标志码：A文章编号：1008−2204（2023）02−0155−11DilemmaofInternationalSpaceTrafficManagementandChina’sProperPolicyDUANXin（InstituteofInternationalLaw,WuhanUniversity,WuhanHubei430072,China）Abstract:Atthepresentstage,thedevelopmentofhumanspaceendeavorshasbroughtabouttherealisticneedforinternationalspacetrafficmanagement,andthemajorspace-faringstatesorgroupsofstatessuchastheUnitedStates,EuropeandRussiahaveallseenthisrealisticneedandputforwardtheirownpoliciesandpropositions.However,theinternationalcommunityisstilldividedontheessentialcontentsofspacetrafficmanagement,includingthedisputeoverthedominanceoftheconstructionofspacetrafficmanagementmechanism,thedisagreementonthewayofimplementation,andtheconcernofmilitarysecurity,etc.Therearedeeppolitical,economicandmilitaryreasonsbehindthesedilemmas.Asanemergingspacepower,Chinaiscommittedtomakingcontributionstothepeacefuldevelopmentofhumanspaceendeavors.Tofurtherpromotethedevelopmentofhumanspaceendeavors,Chinaneedstoupholdthevisionofacommunitywithasharedfutureformankind,adheretotheglobalgovernancevisionthatemphasizesextensiveconsultation,jointcontributionandsharedbenefits,andleadtheinternationalcommunitytograduallyformasafe,well-organizedandsustainableinternationalspacetrafficm...
